David Harford Consulting Ltd are Resource Management Consultants who provide a full range of resource management planning services including land use and subdivision applications from initial concept through to resource consent approval.

David Harford
Associate member of the New Zealand Planning Institute (NZPI).
David has over 23 years’ experience in resource management planning. With a strong grounding having worked in both Regional and District Authority's, David has been in the Private sector for 18 years. He set up DHCL in 2006 as he saw an opportunity for resource management planning based in the Mid Canterbury District. Davids considerable experience in the industry has lead to his involvement with clients across the South Island.

David is proficient with co-ordination of other experts inputs required for large scale and complex private plan change, resource consent and subdivision applications and prepares assessment of effects of activities in accordance with district and regional planning processes. This includes large multi unit subdivisions and land use developments within industrial, commercial, residential and rural zones.
David has detailed knowledge of the different legislation affecting planning and building development which includes the preparation and presentation of submissions and evidence at hearings, representation at mediation sessions and the Environment Court.
​Key to any project is understanding a clients requirements and providing sound advice. This comes from extensive knowledge of planning and keeping up to date with central and local government resource management planning legislation and process. He prides himself on his strong working relationships with stakeholders including Central Government Agencies, District and Regional Councils and his knowledge from having worked in both the public and private sectors in order to try and achieve successful outcomes.

Kevin McLaughlin
Resource Management Planner
Kevin grew up in England, studying at the University of Liverpool and graduating with a Masters Degree in Town and Country Planning.
​
After initially working within a private consultancy role and upon a broad range of projects across the country, Kevin took up a position as a Planning Officer within a diverse and dynamic London Borough Council.
Arriving in New Zealand, Kevin has brought private and public sector experience to David Harford Consulting and is proficient in offering advice at pre-application stage as well as guidance throughout the resource management process.

With each proposal bringing its own unique set of constraints, issues and hurdles to overcome, Kevin is confident in his appraisal and assessment of complex and often conflicting environmental, economic and social factors before providing balanced and thorough solutions.
